So Derek stabs Brandon and Jamie calls police, only to be put on hold. Cut to a scene where Jamie calls Derek, who is back at home, and begs him to come over because she needs him. Was something missing from my VHS tape? Why didn't Jamie just wait for the police? I would expect Derek to cut the phone line, but why was Jamie still able to call him? Did I miss something?

No, you didn't miss anything. She never got through to the police so she decided to kill him herself. The phone line was never cut by Derek.

Thanks for the explanation! The editing seemed pretty abrupt, so I thought something may have been cut.

The whole ending should've been cut! It was awful.

I could never figure out how the cop found out who Derek was and why he didn't alert his friend that Derek was Jamie's neighbor (!!)
