Clubber and the title

Clubber acts like if he doesn't get to fight Rocky, he'll never have a shot at the title. However, if Rocky had retired as champ, Clubber would simply have to fight it out with the other ranked contenders to get the belt. He couldn't have been worried about fighting any of them, since he was about the scariest guy in the sport at that time. Why would he have a problem doing it that way?

To be the best, you have to beat the best.

That's right; look at tommy gun, for example.

Technically he could have become champ the way you say but he would have had to wait a while longer and he was eager and impatient. Also, Rocky was VERY famous much more famous than whoever would become the paper champ after he retires, and beating Rocky would get him way more fame, it was not just the title he wanted he wanted the fame of beating the only person (since this takes place before Rocky 4) ever to beat the famous Apollo.

Pretty simple, wasn't it?

Clubber wanted to beat the man. If Rocky retired and Clubber won the vacated title it wouldn't have been that big a deal.

Clubber knew Rocky was fighting hand pick fighters, guys that had no business being in a world championship fight.. This drove him crazy, because Rocky's management was ducking him..

Exactly! Clubber wanted to beat Rocky and expose him for the supposed hack he thought he was. Of course, then they had their rematch and Rocky proved he was the real deal.

One of my favorite things about Clubber, wanted to beat the champion, not a vacated champion.

Aside from the fact he wanted to take on Rocky (because he was angry he didn't get his shot sooner).....my guess on that has always been that if Rocky retired, there may have been some sort of tournament to determine the next champ. (After Marciano retired (IIRC) there was a series of fights.) That meant more waiting....and Clubber didn't like to wait. 

I also like to believe he's the kind of guy who wants to beat the champion, not a vacated champion. Rock was a legitimate champion and beating him is more rewarding.
