As cocky as he was, you would have thought he would have got his rematch.
Unless of course he decided since Rocky put him away so early that he couldn't beat him again. I guess it is plausible, but I just think it is unlikely.
Only speculation but he beat a Rocky who didnt take him seriously. And even then, he took some punishment and there was a pause before the knockout; Lang was starting to tire even then. Given his style of fighting (throwing endless haymakers), he relied on brute strength and knocking the guy out early. But, a good boxer will beat a good brawler more times than not. So I believe Clubber recognized now that Rocky took him seriouly and had "the eye of the tiger" back and had superior technical skills, he would only set himself up for another humilitation as he would stand such a small chance to get another early knockout.
Sure, that's adrenaline pumping. Getting punched is going to hurt, I don't care who you are. Like Paulie said, Rocky was a bruiser not a boxer. Rocky had great stamina. Remember Duke at the beginning of Rocky II? "I saw you beat that man like no man ever got beat before..and the man kept coming after you". Then Creed taught Rocky how to actually box. By the end of the third movie, they had kind of established that Rocky was not just any boxer, he was some sort of supernatural being when it came to boxing.
I don't know how many boxers would want a rematch immediately after losing in three rounds. Rocky did not want a rematch immediately after losing to Clubber. It took Apollo to make Rocky curious. Apollo said he did NOT want a rematch at the end of his first fight with Rocky. He at least waited until he was in the hospital before he started thinking about money again.
If Mr T had not found another memorable role in the A Team, he might of appeared in another Rocky movie.

They said that win lose or draw, it was Rocky's last fight. I need to re-watch Rocky IV to confirm, but didn't Rocky come out of retirement to fight Drago ? So maybe Clubber went on to fight more people, but Rocky wasn't one of them.

The fight with Drago in 4 was a non-sanctioned grudge match (he had to forfeit his title which sort of set up 5) so, technically, he didn't come out of retirement since it wasn't an official match. Drago reminds me of Klitcshko, no ?
