Quick question on "I pity the fool!"

Did Sylvester Stallone come up with the line??? As in, was it actually Stallone who wrote the iconic line???

My research indicates Mr T never used this line on A-Team... AND A-Team came after this movie anyway! Was it something T had already used in everyday speech, prior to this movie? Did Stallone come up with it??? Or did T ad-lib it???

All I want is an answer to this question: Did Sylvester Stallone come up with the iconic line?

he doesn't give a straight answer, but i think he did write the line, and Mr. T ran with it, and Sly was humble enough not to take credit.

It doesn't exactly roll off Mr. T's tongue when he says it in Rocky, like its not a natural phrase to him.
