So why exactly did he pick specific ones off the boards, and not just everyone of them?

I think he was removing all the badly paid ones (after all, he didn't really want a job). Remember the first one he read out for the guy in the job centre (50p an hour) he took that one too, but when he read the second one out (better pay) he stuck it down the guys jumper for him.

...and to answer corruptmatt question yes the Kid in the Job Centre is in Nil By Mouth (his name is Steve Sweeney by the way) and other british movies like Lock Stock and Two Smoking Barrels, I.D., The Firm etc.
