Why does he say "Tony, what's happening"? Lewis Collins' characters' name is Peter? Cockup in the heat of the moment? Bad editing?

It's because Lewis Collins character is meant to be on the other side of the embassy. Young Tony has just been taken out (by the absailing SAS guy maybe?) so the camp guy runs out seeing what's going down. Little does he know Skellern is standing there surrounded by armed bastards!

I reckon anyway...

Best scene in the whole film!

Tony Osaba used to be in Dempsey & Makepeace too as Chas (Spikings sidekick), so it was always funny to see Chas get blown away by Lewis Collins...

Tony Osoba was in an episode of The Professionals (Stakeout). He played a bad-tempered bloke who got beaten up by Doyle after he smacked him across the face.
