It's because Lewis Collins character is meant to be on the other side of the embassy. Young Tony has just been taken out (by the absailing SAS guy maybe?) so the camp guy runs out seeing what's going down. Little does he know Skellern is standing there surrounded by armed bastards!
I reckon anyway...

Tony Osaba used to be in Dempsey & Makepeace too as Chas (Spikings sidekick), so it was always funny to see Chas get blown away by Lewis Collins...
I think he actually says "tell me what's happening.
