Anybody know who made the crossbow used to assassinate the undercover cop during the "peace march" at the beginning of the film?

Maybe a studio prop? We are told it's a crossbow but there is no obvious bow. It looks more to me like a diver's rubber band powered spear gun. If someone knows differently please correct me.

Just watched the opening scene again. I don't know what that weapon is but it is definitely not a crossbow. ???
