movie about RATS

I am a big fan of Don't Go to Sleep and am excited that I recently found it here...but there is another movie that I remember seeing around the same time, when I was little, I guess it must have been around '87 or '88 but the movie definately seemed like it was from the 70s or early 80s. Anyway, I don't remember anything about it except for one scene:

A large family leaves home to go out to eat or something and leaves the youngest kid with a babysitter. She puts him in a highchair in the kitchen and goes to prepare his food. The kid's highchair is right next to the basement door and while the babysitter is gone somehow these giant rats come out of the basement and crawl up on the kid and basically start biting him to death. I think they might actually drag him into the basement but either way, by the time the babysitter comes back he is all bloddy and she starts screaming at the top of her lungs. That's all I remember but it was the scariest thing I have ever seen in my life and will never forget it. DOES ANYONE HAVE ANY IDEA WHAT MOVIE THIS IS???

---I could be TOTALLY off here but for some reason, everytime I think of this movie, I also think of the show Eight is Enough. And the funny thing is, I only ever saw maybe one episode of that show! I've always tried to figure out why these two are linked in my brain and I can only come to the conclusion that someone from the show also played in the movie???
