I think that audio cues associated with characters is a great technique not used often enough.

That whimpering is very disturbing.

My siblings and I saw this when we were teenagers, and sometimes they STILL make that sound.
Me: "YOU TOOK THE LAST PIECE OF *MY* BIRTHDAY CAKE???"

Am I the only one who didn't see it as whimper? It seemed to be a thought process sound. It usually happens every time he sees something that gives him a bit of an idea like when he sees the Garthim leaving the castle or when he the two Gelflings flee from him. Though he did make that sound while he was walking with the General to the emperor's deathbed.

That's the way I interpreted it too. His character was the sneaky, devious type. To me the sound alluded to sinister plots running through his mind.
