Question about the end...spoilers
So after the chase at the end why did the bad guy let him live? I watched the final cut FYI so not sure if that's different from other endings.

I think that Roy had a message for Tyrell and Deckard.
I'll paraphrase. 'Look at us replicants. We are real people. We have feelings. We have seen amazing things. You are not better than us. We are slaves who want to be free and live just like you.'
Roy wanted Deckard to live so he could remember that message.

I think the ending is the key to the entire film; it answers the question: "What makes one human?" In the beginning of the film we see that the replicants are like children who care only about themselves and nothing for the lives of others. But when he finds Pris dead, and he is the last of the four still alive, the realization of his own mortality creates new emotions in him; He now understands what humans feel, and the thought is creeping in that maybe all life is important. Still, he's enraged and seeks revenge on Deckard, but as his own life begins to slip away, he realizes how much he loves it and how others must love it too; and how little difference there is between him and Deckard. In the end they are brothers.
The endings in the Theatrical Cut and Workprint have voiceovers that you didn't see in the Final Cut. In the Theatrical Cut:
Deckard (voiceover): I don't know why he saved my life. Maybe in those last moments he loved life more than he ever had before. Not just his life … anybody's life … my life. All he'd wanted were the same answers the rest of us want. Where do I come from? Where am I going? How long have I got? All I could do was sit there and watch him die.
Deckard (voiceover): I watched him die all night. It was a long, slow thing and he fought it all the way. He never whimpered and he never quit. He took all the time he had … as though he loved life very much … every second of it … even the pain. Then he was dead.
