Tyrell: It took more than a hundred for Rachael, didn't it?

Deckard: [realizing Rachael believes she's human] She doesn't know.

Tyrell: She's beginning to suspect, I think.

Deckard: Suspect? How can it not know what it is?

She thinks, therefore she isn't.

Illustrating the lack of awareness on the part of Deckard and the company propaganda spread by Tyrell.

"Deckard: Suspect? How can it not know what it is?"

The irony is that she does know what she is.
Rachel knows she is a woman. Most of her memories are implanted and she was not born naturally, but she is still a kind of human.
- She thinks, she feels, she has abstract thought.
After all it took over 100 questions to elicit an emotional response before she was tripped up.
- There is no other biological creature who can get close to that success rate besides a human being.

As for Tyrell, he knows what he has created, legal / human slaves. But he is making money off of it.
So, the propaganda is used in a world loaded with giant advertisements.
To brain wash the masses, so that they cannot see who is obviously right before their eyes.
