Of course it was PG. And it wasn't just a "short period of time" that nudity was allowed... It was practically routine for films in the 70s to have brief toplessness; sometimes with the tops violently torn off! (Outlaw Josey Wales, Billy Jack)
Contrary to rumor, the board has become generally more conservative over the years (except that the f word has become a routine part of PG-13 films).
And, on the other note, Sheena was also PG.
Vanishing Point (subsequently re-rated R very recently) included a long scene of female nudity. Comparable films are too numerous to list. Soldier Blue even included brief full nudity as part of a rape/massacre sequence with graphic violence, but still got away with a PG due to its historical content. Back then, the board seemed more worried about eroticism and sex. If something wasn't part of a bedroom love scene, topless nudity seemed okay. Even if you follow the series like the James Bond films, you'll find the Spy Who Loved Me containing overt toplessness. And the Pink Panther films - one of the inferior 80s sequels added the same. Smokey and the Bandit - part 3 includes skin. The list is too numerous to provide; Logan's Run, Looker, etc. etc.
It's shocking that people's memories are such that the scene in Titanic was even worth mentioning... Ragtime, Airplane (both films), Cold Sweat, Moving Violation (the 70s car chase film), etc. etc.
