ok, I've been wondering for some time now if this is the movie I've seen as a kid,...

it has a scene in it where some type of monster was created by taking a prisoner and cutting off his arms and legs, and some cult put green stuff in his eyes and started killing everyone...

I think it was Beastmaster, because it also had a hero in it that could feel animals and had a falcon.

Hope it makes sense, can someone name the title of this movie? (or confirm it is Beastmaster...)

It was The Beastmaster. Maax's cult creates mindless killing machines by putting some slug in a person's ear, kind of like when Khan in Star Trek 2 used those worms on the desert planet. I don't remember if the slug was green, but green junk did ooze out out of their ear or mouth. They do not cut off the arms and legs, but put spiked armor on them, as well as a mask. The eyes glowed green afterwards as well.
