Was it just me, or did that guy have the most annoying voice ever? Does the actor normally speak like that in his other roles, or was he just being annoying in this one?

The way he says "riiiigggghhhht" has reminded me of dr. Evil (or vice versa)
I ways thought the voice was funny enough but I too thought I may have been missing something. Perhaps it was just them trying to stereo typify a black guy in a traditionally white guy role. The opposite of the way they stereotyped the men speaking jive
Yeah I didn't quite get what they were going for either. This may be an example of a gag that just didn't work, or it went over my head at least.
