Are most the characters on Cheers alcoholics?

Especially if they're in that bar every night?

Are any of them "normal" drinkers?

The National Institute on Alcohol Abuse and Alcoholism defines heavy drinking as follows: For men, consuming more than 4 drinks on any day or more than 14 drinks per week. For women, consuming more than 3 drinks on any day or more than 7 drinks per week.

I don't think any of the regulars were, I think they just considered the bar to be their primary social outlet, and only drank enough to be allowed prime stool space.

Rebecca was the only major character I ever recall being shitfaced.

I remember Diane being totally plastered in one episode. Sam said "You're drunk!", and she answered "And you're stupid...I'll be sober in the morning."

But getting shitfaced once, or even once in a while, doesn't mean somebody's an alcoholic.

THE CHARACTERS ON THE SHOW?...NO....IN REAL LIFE ANYONE WHO SPENT THE AMOUNT OF TIME IN THE BAR THAT NORM OR CLIFF OR SOME OF THE REGULARS WOULD DEFINITELY BE ALCOHOLICS THOUGH.
