i haven't seen this in years...doesn't one of the players voluntarily break his arm so another player can play? might be a different movie...

You have the right movie. In order for Hatch (Stallone) to be on the team for the match against the Germans, the existing goalkeeper, Tony Lewis (Kevin O'Callaghan) has his arm voluntarily broken by Colby (Caine).
