This is true. That referee showed up in just about every game involving South Korea in the 2002 World Cup; making 99% of the calls (99% of which are crap calls) in Korea's favor.

The World Cup home team always gets the refs up until the last few games, so why should it have changed with S. Korea?

France certainly didn't "get" the refs in the '98 World Cup. They got a red card in, like, every other game they played in. Either way, I'm over it. Korea got owned by Germany and Turkey, and I was satisfied. Ish.
