Earlier, General Bache said the academy stood for 141 years. Later, when the people are inventorying the munitions, one guy said, "I never wanted it here" Um, was he 200 years old?

He was referring to the storage of the munitions on campus as what he never wanted there - not BHMA itself.

Introduce a little anarchy. Upset the established order

Doesn't necessarily mean he didn't want it there from day one, just from when he was aware of it.
