did james cameron watch this before making terminator?

One of the characters, I think its either Janet or Brad's father before leaving the room, puts on some sun glasses and says the line "I'll be back"...3 years before Arnie wearing similar shades says the same thing :)

Janet's father said it, and, maybe Cameron watched it, only he could say.

Speaking of Arnold Schwarzenegger movies, I thought it would have been awesome for Brad to lead a rebellion and tear down the show and expose Farley and co. as a sham and destroy him, like Ben Richards did in The Running Man (1987), but that wouldn't really fit his character.

I think it's a parody of General Patton who famously was quoted "I shall return". Patton was also known for being a pipe smoker and his conservative political views are completely in line with Harry Weiss. Seeing as the screenplay was written by an Aussie and a New Zealander, we can forgive them for paraphrasing Patton and making the line a little contemporary with "I'll Be Back". Also, when Harry is singing Thank God I'm a Man, he's shown wearing a combat helmet with some camouflage, something you would expect from a Soldier fighting in the jungles as Patton did.

You seem to have your General's confused.

Patton was in Europe and North Africa during the war, not the Pacific.

MacArthur was the Commanding General in the Pacific and said "I shall return" to the Philippine people in WWII at the fall of Corregidor.

Australian and New Zealand people would be much more familiar with MacArthur than Patton.
