What a heartless leader but he was able to find lots of loyal followers. I assume people were just that hooked on the drug that it created an almost universal demand, so much so that even peripherally people were willing to commit several crimes just to keep the whole system going. It makes me wonder why the drug was even criminalized if pretty much everybody was in favor of it, or what the point of having marshals and law enforcement on these mining colonies was if they were encouraged to just be corrupt and "look the other way".
