I thought the same thing. Shouldn't they have noted him from a distance and trailed him? Or at least waited until he got outside.
Plus, bringing the helicopter in close to the tram so he could "see his face" didn't do the frenchwoman any favors.
He was staring him down to incite a reaction. Any normal guy would have approached DeSilva and asked wtf is he staring at him for. A criminal would've fled, which is what gave him away.

shareI thought the "staring competition" between DaSilva and Wulfgar was quite tense. Once they locked eyes, you knew things were about to heat up (although I do find it a bit strange that DS could identify Wulfgar by pure guesswork considering the plastic surgery done to the latter's face).
