Why didnt axel just kill TJ while he was at it;. he killed everyone else.. or was he saving him for last??

Maybe he was worried TJ would be able to fight back if Axel suddenly just attacked him? I wonder if Axel was one of those killers that snaps, and is unaware he is a killer, like in the remake. But from the ending I guess not.
