I havn't seen this since childhood!
I want to see this again! I still have memories of it. The part where the old drunk guy keeps opening up the outhouse door until the killer comes out?

I saw it in '81 and had to drag my sister along (she was pissed) when I was around 13. I never caught the whole Canadian thing, my younger brain just put it in maybe in Pennsylvania with 20-something's rather than teens. The 'fake miner' scare stood out, all these years later (I just hit 47). Very, very atmospheric and the miner suit was quite imposing.
One thing I've grown to appreciate is the relationship aspect of the movie as the couples actually seem like couples. I haven't been that age since the late 80's, but that's pretty much how our circle of friends were - basically big, working class kids who liked to drink and goof off.

I did like how it wasn't high school or college students getting bumped off, more that is served as a parallel about getting older and how life can kill you. And it wasn't one guy bent on a particular revenge, more-so the whole town itself. Other than the peculiar name and mass murder, Valentine's Bluff seemed like a nice place to live in!
