This is one thing I never understood about the film. Even as a kid it bothered me. "Why did she turn into a cute little wee yorkie and not, you know, a freaking werewolf?"
No one has ever successfully answered this for me.

All of the other werewolves were horrifying creatures that terrified me. When I saw the transformation at the end I just wanted to give her a Milk Bone.
