I've wondered that too. Miss Piggy's comment to him at the end of the film about how "at least her part wasn't dubbed" suggests it probably wasn't him.

when she's being arrested she yells "you can't even sing! you're voice was dubbed!" when i was little i didn't know what dubbing was and i thought she said his voice was dumb. once again, i was really confused.

I think that it was Joe Raposo, who also wrote the score.

The reason I think this is because I saw the documentary, Sing! The Music of Joe Raposo and in one excerpt of it they talked about how Joe sang versions of his own songs and then played a selection of them with him singing. One of them was the whole version of Piggy's Fantasy.

Can you believe it? After all this time!
