Why did she commit Hara-kiri?

The daughter was not retarded. She was completely traumatized from watching her mother get beaten to death. She probably killed herself to avoid the same fate, I would reckon. I have another theory that she was not in the right state of mind and thought that was a door and not a window.

She probably wanted to escape by crashing through the window. She would have survived had she not been unfortunate enough to be impaled by the railings.
