1.)How did the newspaper already have a printed article about Bone by the time he was released from questioning?

2.)Also if the girl in the red dress out front of the El Encanto that Bone sees is the same girl that is murdered.... how does JJ pick up the girl, have "relations" with her and murder her all in the span of time that it takes for Bone's car to die and pull over?

You're very mixed up. You should see the film again. There's no girl in a red dress that has anything to do with this movie. That was an extra who had nothing to do with the plot.

1.) Maybe it was a late edition. Maybe Cord encouraged the article's swift publication.
