who was the black guy who rode with the white guy ?

I think one of the characters is called Mad dog

Rick Aviles.He's the guy that did the Richard Nixon impersonation.

This is correct. One of his last movie appearances was in "Ghost," opposite Patrick Swayze/Demi Moore. Sadly, he passed away in 1995 due to AIDS-related complications (he had a drug problem, IIRC.)

I first saw him in Mystery Train, a pretty good little indie film, and I had no idea who he was though I thought his performance was pretty cool. Then I saw him here and realized, oh he must be famous since this movie is filled with celebrities.

Now I can't remember - who was the white guy he was riding with? Was that guy also in Mystery Train?

Rick Aviles played MadDog, and Alfie Wise (who appeared in numerous Burt Reynolds movies) played his straight man who accompanied him in the truck. In the credits, Alfie Wise's character is listed as "Batman", although I don't recall that name being used in the movie.
