1, Why didn't the radar or other planes see him flying.
2, On almost every ep Maxwell would tell the bad guys not to say anything about Ralph because the cops would think they were nuts. Oh please wouldn't the word get around pretty fast?
I think he would be too small to show up on radar.
I think they always did that thing where Bill says not to say anything because it gives them a small excuse for keeping it secret, but I think even after the first appearance, his actions would get a lot of attention.
I think he would be too small to show up on radar. They picked up Clark on radar when he flew on Smallville. Anyway they pick up birds on radar all the time.
I believe he did show up on radar in an episode...I do not remember which one...(Pam was on a plane).
The heck with radar, I couldn't figure out why half the population of California didn't see him flying. He was always very low when he was chasing cars.
I always got a kick out of Bill warning the bad guys not to say anything..so many always talked. It does make you wonder why no one noticed all their stories where alike...but then again you could argue that due to the overwhelming bureaucracy that is the government no one put the information together...and the local Feds were probably too happy with the bust to question it...but yeah you have a point.
1. Ralph did on occasion get detected by radar or by sight, but it wasn't that often. Most of the time it was chalked off as a glitch in radar or the light playing tricks on the person's eyes because he was flying fast enough to disappear almost immediately afterward.
2. Word would get around pretty fast, but again, when it's a guy in a superhero suit, not many folks will believe them to begin with.
Also, Bill would want them to forget because he wouldn't want to lose the suspect's credibility - or punishment, by having them say stuff about Ralph, lest they go to the insane ward. that did happen at least once or twice in the first season - Bill go to the agency for something and the criminals are being walked out with straightjackets on saying he was the one with the guy in the red superhero suit.
Remember when Bill's boss, Carlisle, tells the guy (the one who was the boss in Scarecrow and Mrs. King, played by Mel Stuart) that he saw Ralph and they discuss putting him on unpaid leave?
