If there is any justice in the universe, yes, the movie was always intended to be an inclusive starring vehicle for midgets.

from what I read on IMDB (so who knows): not really. But TG felt that he needed people the same height of the child star so he would be on the same level as them. So it appears that their little people status was not essential/relevant to the original concept.
