The guy in black was Geezil, the Jewish cobbler, and the only person he hated was Wimpy: "I'll kill him to death!" was Geezil's line both in Segar's comic strip and in the film.
shareCole Oyl's 'annoying' attitude goes back to the original, pre-Popeye, Thimble Theater. His life did not turn out the way he had thought it would. Instead of becoming a man of influence, commanding respect from the world at large, he wound up as the hen pecked husband of a boarding house land lady. He didn't even run the boarding house, much less get any respect from the boarders or much from his own family, he was usually ignored by most every one. His get rich investment schemes all fell thru, in many stories he wound up owing money to his boarders.He knew his situation was SOMEBODY'S fault, he didn't know who, certainly not his own, and so he thought he was owed an apology from some one.

It is a character trait. By the way, he is currently in NYC in The Fantasticks and I saw his performance awhile back. I didn't get the chance to talk to him, but hopefully the next time I will, I'll talk about this film to him. He is a nice guy, I've been told.
