At the time Foxes came out, there were many serial killers operating in California. A few of them involved teams, such as The Hillside Stranglers and the Tool-Box Killers.
At least two of the serial killer teams of this era consisted of a man and a woman. There was Gerald and Charlene Gallego, who killed runaways and prostitutes around Sacramento, Nevada and Oregon from 1978-1980, and Carol Bundy and Doug Clark, the Sunset Strip Killers, who operated in Hollywood and Burbank in summer, 1980. The couple in the movie reminded me very much of these killer teams, especially Gerald and Charlene Gallego.
However the couple in the movie could not have been based on either serial killer couple, as the Gallegos were not caught until November 1980, Bundy and Clark did not even start their killing until June 1980, and the movie came out in March 1980.
