Everyone who cites this scene skips one of the best parts (paraphrased from memory):

Shannon: YOU'RE LATE!
Endean: Who's this?
Shannon: This is President Kimba.
Col. Bobi: I am president.
Shannon: You're nobody (shoots Bobi).

As far as I'm concerned the part about buying the country is just an afterthought. The point's been made, and the scene's already over.

Over the years, my best friend and I have freaked out more than one group of people when one of us is a bit tardy arriving and the other screams at the absolute top of his lungs: "YOU'RE LATE!!!"

We of course, just share a private laugh.

Love it, love it, love it.

Awesome scene! I just watched the movie for the first time (somehow missed it when it came out) and was surprised at that.

That scene makes up for a lot of stuff!
