Why isn't this movie on Netflix or Amazon prime? Much worse movies are.

They don't have reruns on TV, either. Same with Crossing Delancey even though that one is on Amazon Prime.
Does it have anything to do with the actors? Or royalties?

I really enjoyed Crossing Delancey back in the day. Not sure if it would hold up now, but a very charming film as I recall.
Makes me think of Home For The Holidays and 84 Charing Cross Road, maybe Local Hero, all of the same era. (Holidays is later but it feels similar)
