Here's a quote, directly from Meyer's own IMDB page:

<[on Time After Time (1979)] One of my original conceptual things about the Ripper was that of an exceedingly handsome, elegant man. Wells, next to him, was a runt who wore glasses, and so forth. The Ripper had an image of tremendous power and potency, not just as a menace, but as an attractive, seductive human being. What was it that women went for him?>

Remember that, in the seventies, Chamberlain was playing in a lot of period pics---Man in the Iron Mask, Count of Monte Cristo, the Three & the Four Musketeers---& Shogun.

Oddly, though, in the trivia about Time After Time, it says that Meyer wanted Edward Fox, who is a half inch shorter than McDowell, as the Ripper.
