Bad costume design
The uniforms look like pajamas and the colors are too bland, no wonder they got replace for the Wrath Of Khan on wards.
shareThis was made around the same time as the Buck Rogers movie and TV show. When I look at that show I find the uniforms with the black jacket much better looking than the all white ones.
