Probably because it accurately reflected the events of the time. Richard Nixon and J. Edgar Hoover had a well-funded organization that specialized in digging up dirt on their perceived opposition in order to discredit and silence them. Nowadays it's common practice among both parties, for sure. Note the "Nixon visits China" newspaper headline in the airport scene, too.

it´s a story about a very ethical man, with an idiosyncratic, unorthodox moral concept.
he needs the money, because without it he can´t go back to america; but it´s not right for him to get it for ruining the life of another man.

Where did you get that crazy idea?

1) There is no "Senate" in England, therefore there are no Senators.

2) It was explained why the CIA wanted to smear him, for being critical of Nixon's policy in Vietnam. Had he been English, this would have made no sense, as England was not involved in the Vietnam war and had no influence whatsoever over American policy.

3) He was a Democrat. There is no "Democratic Party" in England.

4) He was not even played by an English actor, but by an Australian.
