Was Rock N Roll High school forever a sequel to this movie?

Even more unnecessary, ill conceived and poorly executed than this turd bucket? The sequel should have been "Rock and Roll Federal Penitentiary, because that's where they would have ended up. I'm not a law and order kind of guy, but lock the miscreants up, I say
