The reason why they wanted PJ was because they knew she'd be great, and she wanted the part really bad, too. The problem was that RnRHS was so low budget they couldn't afford to hire an actor as popular as PJ. She wanted the role so bad that she promised to buy her wardrobe. That's why she was ALLOWED to be cast, not why she was actually cast.
As for the comment on her clothes, I really loved them! My friends and I wear stuff like that all the time, and we're still huge Ramones fans. The point was that they were obnoxiously unusual and made her stand out in each scene, even when she's with more "genuine"-looking punk fans.
She may have been annoying to some but watching Riff was like looking in a mirror to me! Albeit a warped and exagerrated mirror that places me in 1979....
