Why was this rated 15 in 1996?
It says on the ratings section this was rated 15 in 1996 which was on vhs, i have the dvd which is 18 rated. Does anyone know why it was reclassified twice?

Googled it and found this.
Ratings can get lowered when newer laws allow stronger violence and sex in films, but this still has so many uses of the C-word and authentic violence.
