"You are God' answer to Job"

At around 44 minutes into the movie, when they are circling Central Park in a horse cart, Woody says " You are God's answer to Job. ... You would have ended all argument between them." to his girl.
Since I don't have a Christian background, I had trouble understanding the context. Could someone please explain who was Job and what was the argument about?

Woody Allen is the only genius whose work I have seen and understood.
