It's masked off to show it the way the director intended to show it. If you're viewing it "open" then you're seeing stuff above and below where the director wanted the boundaries of the screen to be.
A perfect example of this is Ice Pirates, where the "open" fullscreen version reveals mechanisms used to create some of the effects. They were captured on the film, but they were not intended to appear in the final product.
It doesn't affect all movies this way, but it's not how the director meant it to be shown, so that's where the discussion ends for me.
All widescreen, by the way, is masked, unless they shot it using an anamorphic lens.
