What was the name of the actor who played the gas station owner? His voice sounds very familiar, like a cartoon character he may have voiced.

As has already been mentioned, the gas station owner was Jackie Mason but I believe the cartoon you're thinking of was "The Ant and the Aardvark" There are clips of it on Youtube that you can check out.

Both voices were supplied by John Byner. The ant was his impression of Dean Martin and the aardvark was of course his Jackie Mason. Funny thing is that as a kid I thought his Jackie voice was Joey Bishop, they do share a certain classic Yiddish "sing song" cadence.

I always thought he sounded like the aardvark and didn't Conan O'Brien say his producer sounded like the aardvark as well?

Just a little add-on, Jackie also does the voice of Krusty the Clown's father, Rabbi Krustowski on The Simpsons.
