Or as Blofeld in 'You Only Live Twice'. This is the characterization that is parodied/hommaged in the Austin Powers film series.

Donald Pleasance is a British actor of small physical stature, while Stiers is a big, strapping, much younger American actor. While they both have distinctive voices, they don’t sound alike. Pleasance made his mark in Hollywood with his outstanding performances in The Great Escape and many earlier movies before Stiers came onto the entertainment scene. About the only physical characteristic they have in common is baldness, but you wouldn’t also confuse Telly Savalas with Yul Brynner, would you?
