master of the blue horizon


Rumpole frequently refers to Hilda using two expressions--"She who must be obeyed," which is a quotation from H. Rider Haggard's She, and "Master of the blue horizon." Does anybody know what "Master of the blue horizon" refers to?

I do recall Rumple saying "Oh Master of the Blue Horizon but I do not know the reference. I will post it if I ever find it.

In Rumpole and the Quacks, Mortimer/Rumple writes "She Who Must Be Obeyed, whose title, as you will know, derives from the legendary and all-powerful Queen Cleopatra."
