When this movie came out (and you are around 10 years old) it seemed liked a good plan by Lex Luthor. But did he really think the government would let him keep the land after he dropped two nukes?

The government wasn't supposed to know that it was him who dropped the nukes.
And the plot isn't what matters about this movie, the plot is just there to give the enchanting actors something to work with, and to provide an excuse for some marvelous action!
You can see how paper-thin the plot becomes in "Superman Returns", when they tried the same thing without the charming actors and top direction. It falls as flat as flat can be.
Charming actors? Kevin Spacey is ten times better an actor than Gene Hackman is. You think Sperman 78 is better because nostalgia.

shareHackman was great at Luthor. Very funny and diabolical. I don't know what this person is thinking.
shareHackman's Luthor was a clown. One can argue he did the best with what he's given though. Spacey's Luthor was an homage to Hackman's. Other than that, my favorite Luthor is the businessman laws can never touch.

shareWhile his plan is a bit convoluted there are worse comic stories with far more ludicrous plotpoints. Just read the Spider-Man comic Maximum Clonage.
shareLex is a delusional crazy genius egotist who makes mistakes all the time due to those negative qualities.
His plan may not have even worked and it didn't matter when he came up with it and it wouldn't matter after it failed. He would just push it out of his mind or blame someone.
Lex Luthor's scheme is the worst part of the movie. Not quite as stupid as the one in Superman Returns where he thinks he'll become super wealthy after causing a near-extinction level event.
shareYeah. It was pretty flawed, even if you can accept someone wiping out the West Coast to make money on real estate. There'd be a lot of interest in who was buying up all that once worthless land like he was doing in the aftermath.
