Bellocq character in this film in short was most definitely a pedo. He is actually a real person, I am not sure if he was into babies but, as far as I know he never married.So I really don't know what made the director/screen writer make him into this Lewis Carroll-esqe person. He was born in raised in New Orleans came from a wealthy Creole family and was a photographer. By day to get his income he mostly photographed pictures of ships, but in secret he photography the hookers. Just google Storyville. His photos are extremely haunting.
