The college kids who went skinny-dipping were not totally naked if I recall. The girl had on panties and the guy had his jeans on.

mwahier, did you even pay attention to the movie? That place was not a sewage treatment plant. i believe you are thinking of the place where the main guy said he used to work that is at the end of the movie when he lets the pollution out. The place the piranahs originally were was an "abandoned" army base that used to be a fish hatchery.
