We all see Dean Wormer expel them ...and then in the closing moments (when it shows onscreen what happened to them all) it says that they graduated.

Expulsions aren't necessarily permanent. So we have to assume that they were allowed to come back at some time.

As Mrs. Wormer explains in Where Are They Now: A Delta Alumni Update, Dean Wormer was fired as a result of the homecoming parade debacle. That means that whoever they got to replace him most likely allowed the Deltas to return.
