Why does the mayor have a (let's say french) accent?

The mayor that threatens the dean that the parade must be orderly and then at the end ends up on the floor with the dean when their seats are taken out by the Deltas, has an accent. Italian or French maybe. Anyone knows why? The town looks as "Americana" as it gets...

Yeah, the phrase "Ill have your legs broken" sounds better when spoken with an Italian accent.

The character's name is Carmine DePasto so he's Italian. The actor is Italian too; you can see him in Mean Streets.

But yes, it's to imply Cosa Nostra connections.
