Yeah, the phrase "Ill have your legs broken" sounds better when spoken with an Italian accent.

The character's name is Carmine DePasto so he's Italian. The actor is Italian too; you can see him in Mean Streets.

But yes, it's to imply Cosa Nostra connections.
